Tier One is a multi-faceted collaboration committed to providing safe and secure environments. To meet this mission, Tier One leads training for both law enforcement and the communities it serves, provides safety and security programs, and actively participates in research and development to change the culture of public safety. Our TCLASS safety plan is grounded by evidence-based models and national standards that focus on early intervention, active shooter response, and recovery and aftercare in and on school campuses, religious institutions, and within vulnerable communities.

Tier One officers are not found sitting in squad cars or private offices. Instead, they are found in classrooms and hallways or at school events – proactively earning the trust, respect and confidence of students, staff and parents.

Our officers are trained to identify, understand and deal with the behaviors of traumatized children. We work with educators and administrators to assist students and speak into their lives in a positive way.

Most of the Tier One officer’s role is cooperative education, mentorship, and coaching. However, all must be prepared for a worst day scenario in which they must deal with an armed student posing a threat.

Public School

Generally speaking, public schools must contend with a greater number of security challenges than the average private school. The odds of becoming a victim of crime or having to contend with the presence of gangs is significantly higher in public institutions and confounds educator and administrator abilities to keep the peace and reach those who need help most. Tier One answers the challenges that can be unique to public schools through its comprehensive approach to true school security.
A public school will often realize its best results when it more heavily utilizes the offerings of the Tier One Joint Services Operation Center (JSOC) in support of its Peace Officers and Guards. In this way, officers are able to remain effectively engaged with student life and education while JSOC operators keep a close eye out for trouble. Charter schools routinely struggle with more limited budgets than do fully publically funded schools. Still, charter school students deserve all of the security and peace of mind afforded to public school students. Despite these truths, Tier One remains committed to working with charter schools in a manner that offers real security, and does so with a pragmatic consideration of such school’s bottom lines.
A charter school will often realize its best and most cost-effective results when it shares the offerings of a remote Joint Services Operation Center (JSOC) in support of its Peace Officers and Guards. Colleges offer myriad security challenges often relating to expansive campuses, remote structures and a largely adult population. Despite this, the Tier One solution applies to college campuses as well as it does K-12 campuses. Successful School Policing is proactive and preventive in nature.

Rather than spending time disengaged and awaiting for a call to react,  a Tier One School Police Officer spends most of his or her time actively engaged with the student body, earning their confidence and respect.  Once confidence and respect have been earned, students feel comfortable and empowered to approach the Tier One officer to report safety concerns or discuss more personal situations. In so doing, your Tier One Officer becomes a well-informed partner within the system and is able to serve as not only a deterrent but, also a role model, coach, and confidant.

The proper approach to School Policing and Security differs significantly from traditional models.

Traditional police work is a principally reactionary endeavor - an illegal or potentially illegal event occurs and officers are duty bound to react. This is most often not the case or usual circumstance within school systems.

Tier One answers these questions with a unique approach to training paired with a hybridized security force consisting of armed Peace Officers managing unarmed Security Guards being groomed towards careers in law enforcement. This combination strikes a sustainable balance between the higher cost associated with the hiring of Peace Officers and the benefit to a school system of still being able to afford to field multiple guards at once.

While financial practicalities do tend to dictate strategy and approach with regard to security and policing, an untrained force of any size is fiscally inefficient.

Tier One prides itself on its ability to train police and security officers to work together both in harmony and with a deep understanding of the psyche, behaviors, and tendencies of at-risk students. The Tier One approach stresses the importance of having familiar officers regularly interacting with students in both formal and informal school settings. This approach allows Tier One officers to become aware of potential criminal activities that may be occurring within the school as well as those students dealing with current or prior traumas who may possess the potential to hurt themselves or others. Our approach then reaches further to include positive, confidential, proactive, team-based interventions that incorporate teachers, administrators, counselors and coaches with officers and in some cases family members. When a well-informed and trusted team speaks truth and positivity into the lives of at-risk youth, lives are saved, crimes are prevented and careers are salvaged.

Our officers develop criminal intelligence in order to detect and deter gang and drug related crimes and are also capable of handling investigations related to inappropriate relationships, Child Protective Services (CPS) or Child Care Licensing (CCL). Tier One manages all required and desired liaisons with local, state and federal public safety partners in order to ensure that your school system is secure at every conceivable level.

Title IX Related Investigations

Office of Civil Rights (OCR) complaints can prove detrimental to an educational institution from both the financial and reputational points of view. Such investigations can be especially disruptive and destructive when handled by non-professional investigators unfamiliar with governing law. Tier One possesses the experience and expertise to handle these issues properly, discreetly and effectively.

Emergency Response Team (ERT) / Critical Incident Management

Things go wrong sometimes no matter how well a school system is prepared. When they do, administrators can rest easy in the knowledge that Tier One keeps its SWAT trained ERT on call to assist them not only during the acute incident may ensue. With these protections in place, administrators can concentrate on doing the things they do best and not be distracted by ancillary issues.

To prevent the next school shooting

Over 8 million school age children in the United States carry severe, diagnosable, trauma related mental health disorders. It is from this hopelessly large pool that the next school shooter will emerge. There exists no algorithm by which to reliably predict which of these traumatized children will hurt themselves – or others. However, prevention is possible. It requires nothing more than providing struggling students a place to belong, a place to feel safe, a modicum of control and hope in their future. The Tier One Program allows officers to not only identify such students, but to reach out to those who most desperately need it and assist them in real ways – hence, changing and saving lives.

Coaching/Mentoring

Providing a traumatized student hope for his or her future is best accomplished by someone who is consistently in their corner, regularly encouraging them to better themselves.

Apprenticeships

Allowing both troubled and non-troubled students to participate in law/police apprenticeships on campus.

Demonstration

Modeling appropriate and healthy police interactions. Presenting the officer as an advocate, a trusted resource and an approachable confidant.

Students are very compassionate and empathetic when properly informed.  We provide education and motivation bridging the gap between those who feel they belong and those who do not.

Building respect, trust and confidence – as only with these will students self-report crimes or personal troubles.

This approach has proven to be as ineffective in a school environment as it is financially inefficient. Instead, he or she is actively engaged with students, teachers, administrators and parents seeking to earn the respect and confidence of each. Once trust and respect have been mutually established an organization begins to realize true security. With true security, students self-report issues relating to their personal lives and those that may pertain to inappropriate or criminal activities on campus. This allows the officer to then in turn offer effective prevention within the bounds of appropriate discretion. In addition, Tier One officers come alongside educators to assist them in not only recognizing struggling students, but speaking into their lives in a positive way and evoking real change within the framework and infrastructure of the partnering institution.
